Abstract

In South Africa, most public sector institutions still employ the human resource management system traditional paperwork. Those who are transitioning from traditional human resource management into e-human resource management are experiencing numerous challenges. The article assesses the officials’ perceptions about the effectiveness of the e-HRM, an innovation within the Department of Employment and Labour that has been using a traditional human resource system for a long time. This study was conducted at the Department of Employment and Labour within the City of Johannesburg. The researchers used a quantitative research approach and obtained the primary data from 93 government officials. A questionnaire was used as a research instrument to collect data. Data were analysed using Statistical Package for Social Sciences. The study results show that e-HRM is a useful system that promotes the operational efficiency and effectiveness of the Johannesburg Department of Employment and Labour. Also, the study results show that the e-HRM helps the officials perform HR tasks. New results are expected to provide evidence regarding the implementation and usefulness of e-HRM within government institutions in South Africa. Furthermore, study results can be used as guidelines for the government when developing a framework that could provide for ongoing monitoring of e-HRM activities. The novelty of this study is the empirical input from different disciplines (HRM & Public Administration), in a way that enables one to understand the role of e-HRM within the public sector institutions in South Africa.
