De Broglie has indeed reconciled these two mutually contradictory principles; but this was achieved within the framework of a new mechanics making use of the relativistic relation E = mc* and Planck's quantum of action, that is two concepts completely foreign to Newtonian mechanics. The view usually expressed nowadays, arguing from the existence of wave mechanics to the conclusion that Foucault's experiment did not decide against Newton's theory, is thus nmisleading in two respects-first with regard to what was at issue when the experiment was performed; and second in understanding what has happened since, which was more than an artificial modification to accommodate an experimental result.
