Abstract

The combination of planning activities and the investment process is inseparable. The possibility of obtaining a building permit is directly related to the existence of a spatial development plan for a given area, or issuing a positive decision on land development and development conditions (WZ). Thus, the intensity of MPZP development and issuing a GM is so important in context of spatial development. It is highly differentiated in various parts of the country. In this article, changes in the dynamics of the planning process in 2009–2016 in the communes of the Warsaw Functional Area have been presented with the use of multi-indicator analysis. The analysis was made on the basis of statistical data of the Statistics Poland in the Local Data Bank in the field of local government. It was based on measures of the quantitative and surface intensity of approving and issuing documents and planning decisions. The analysis allowed to show the differences and similarities between administrative units in terms of the degree of ongoing planning processes. This aspect may be one of the decisive factors when deciding which communes can be included into the Capital City of Warsaw.
