Abstract

The main criteria for quantitative evaluation of telecommunication systems are considered. It is shown that the existing quantitative criteria reflect the technical capabilities of the system and do not take into account the attendant factors that reflect the essence of innovative activity in telecommunication systems. It is proposed to assess the quantitative parameters of telecommunication systems taking into account innovative technologies in two stages. The quantitative criteria are divided into two groups, depending on the stage of development or the stage of operation of the system. Each group of criteria is divided into two subgroups: absolute and relative. The notion of intermediate estimates and weighting coefficients is introduced. Expressions were obtained for determining intermediate and total quantitative assessments of the quality of telecommunication systems at different stages.
