Abstract

The problem of drug use and abuse has been present in American society ever since its inception, and many different laws have been enacted, both at the federal and state level, to combat drug use. The question that arises is how effective have these laws been or what has their impact been on reducing drug use within the United States? This paper undertakes a critical review and evaluation of the effects of drug legislation and enforcement policies and practices over the past 11 years. It is concluded that drug use has not been reduced by the enactment of anti-drug laws and the actions of law enforcement agencies. The reasons for this failure and why continued failure will occur are discussed.
