Article by Sir Ivan Lawrence QC. Sir Ivan was a Member of Parliament for 21 years, and chaired the Home Affairs Select Committee dealing with issues of Law and Order for five years. A Queen's Counsel for 27 years, and a Recorder of the Crown Courts for 19 years, he practises at the Criminal Bar. Amicus Curiae is the Journal of the Society for Advanced Legal Studies.
