The process is broken down into higher education investment transformation division, knowledge innovation division, and innovation commercialization division. This study then applies a Network Slacks-Based Measure (SBM) model to evaluate the efficiency of the process, and finally uses the individual fixed effect model to analyze its influencing factors.
