Abstract

Public choice scholars state that federal systems are more responsive and efficient than unified ones. In addition, through overlapping units, federal systems provide a measure of interjurisdictional equity. This research addresses the equity claim and extends the testing of it beyond previously-examined federal, state, and county roles to the unexamined role of metropolitan districts that overlap cities and suburbs. Services provided by the Metropolitan Milwaukee Sewerage District and the Milwaukee Area Technical College are found to be disparity-reducing between the City of Milwaukee and its suburbs.
