Abstract

Since 1988, with the vigorous support of the State Ministry of Personnel and the State Economic Commission, Hubei provincial departments in charge of subsidizing scientific research by returned overseas students have subsidized sixty-five of the best science/technology activities to the tune of 3.279 million yuan. Guided by the spirit of Ministry of Personnel directives that the work of subsidizing the best projects should be "gradually brought under standardized and legalized management," our province has attached a high degree of importance to this work. The leadership of the provincial personnel departments has studied the situation at regular intervals, examined work progress, and given directives for improving work methods. Special persons have been assigned by the department's section for managing specialized technical personnel, and a set of effective work methods and management models has been set up in the course of meticulous operations and conscientious explorations. The province's finance department has brought well-matched subsidies for the best science/technology activities by returned overseas students within the orbit of the province's financial budgeting. The effective unfolding of such work has elicited a substantial response among returned overseas students in this province. Science/technology results of a fairly high standard and remarkable economic returns have been obtained. Eight persons among the subsidized returned overseas students have been rated as "state-level young and middle-aged experts who have made outstanding contributions" and twelve as "Hubei provincial-level young and middle-aged experts who have made outstanding contributions"; eighteen are receiving special allowances from the State Council and the government; six are receiving special allowances from the Hubei provincial government; two have been commended by the Ministry of Personnel as returned overseas students who have made outstanding contributions; and seven of them have been entered as candidates for the first group of cross-century academic and technical bellwethers under the state's "Million-Man Talent Project," making up 60 percent of this province's first group of candidates.
