Abstract
On 18 July 1995, Charles M. Vest, President of the Massachusetts Institute of Technology (MIT), delivered a speech to the National Press Club entitled 'In Search of Mediocrity: Is America Losing Its Will to Excel?' Vest asserted that Americans lack a bold vision of the future.1 As evidence Vest cited a looming federal budget cut in civilian research and development.
