Abstract

This paper presents the principles and foundations on which construction and functioning of control system destined for optimal control of large integrated electrical power systems are based. These large interconnections consist of power systems of independent countries and independent markets of electricity. The most important problem, which should be solved in creation of such system is the necessity to combine in it on the one hand the ability to achieve global optimality of interconnection as a whole and on the other hand the ability to maintain self-determination of system operators in power systems of independent countries and restrictions on access to their internal information. It is shown in this paper that this problem can be solved in distributed control system having hierarchical structure and containing computers, belonging to different hierarchical levels of the system. In this paper general structure and functioning of this system, based on the algorithms of functional modelling (FM), are presented.
