Abstract

The Olympics are not simply an elite sporting event- the Olympic Games are megaprojects which aim to redesign cities and rebrand nation-states. In recent years, the Games have struggled to find host cities due to growing concerns for their lasting impacts. This paper focuses on citizens’ concerns about the impact of the Olympics on the host-cities and IOC’s (International Olympic Committee) response, concerning policy change and IOC’s value system. Assuming that the IOC is committed to its goal “to place sport at the service of the harmonious development of humankind, with a view to promoting a peaceful society”, this paper asks whether the IOC has demonstrated any responsiveness to criticisms on the lack of freedoms and injustices caused by the Olympics so far, and has integrated grievances from counter Olympic movements to transform the Olympic institution. Have counter Olympic movements been heard by the IOC?
