1Reverberating effects under existing international humanitarian law (IHL) rulesA participant raised the question on which basis the reverberating effects of Explosive Weapons in Populated Areas (EWIPA) are, according to the ICRC’s institutional position, considered as reasonably foreseeable. He asked this as he believed that the concept of ‘reasonably foreseeable’ is beyond the existing IHL principle of precaution as only feasible precautions need to be taken into account. The participant specified his question by asking whether, under the existing principle of precaution under IHL, military commanders are expected to understand the interconnection between all the civilian infrastructures in cities
