AbstractThrough several cases of the new rural cooperative medical care, in which patients take another's place by counterfeiting and uninsured patients are hospitalized through fraudulent use of the identity of insured patients, the author analyzes the vulnerabilities in the new rural cooperative medical management from the perspective of medical record management, such as the lack of a perfect information system for the new rural cooperative medical system (NRCMS), lack of a second-generation ID card identification system in the hospital admission office, weak concept awareness among physicians, inadequate supervision of NRCMS by the supervision department and so on.
