Hoover even calls it a spiritual quality17 while Dyckman, as many others, notes the holistic and comprehensive requirements.18 These aspects of planning come together in the areal context. The essential point is that the organization of areal planning-which is holistic-should allow man's creativity to find expression in the same sense that Frank Lloyd Wright worked with buildings and others with landscapes. These distinctions of quality in land and water planning will become more important as man lives closer to his fellow man even while taking into account his ability to adapt.
