Abstract

No one needs reminding that we are in a grave economic crisis. The rate of inflation continues to rise, and with it the difficulties of low income groups such as students. As part of the fight against inflation, the Government has attempted severely to restrict local government expenditure and reduce central government spending. As the education budget forms such a large part of government expenditure, especially at local level, education has been particularly affected by present economies. It also had the misfortune to be represented by an agreeable but supine Minister when the crucial decisions were being taken.
