Abstract

This paper provides a critical appraisal of South Africa's social and political transformations, that occurred in the post 1994 period. The unfolding culture of governance, social justice and empowerment in South Africa are critically appraised by using evidence covering the period from 1994 and 2000 and a wealth of focus group information. Issues which are dealt with in this paper include: public institutional transformation, civil society (dis) engagement, and the (dis) empowerment of women, the poor and rural households since 1994. An assessment of “social reconstruction programmes” in the post-1994 period is provided to assess the extent to which social justice is dispensed.
