Directions of increasing the efficiency of the administrative and legal regulation of the corruption prevention in the national Police Bodies of Ukraine

Abstract

The article analyzes individual approaches of scientists to understanding the concept of "mechanism of administrative and legal regulation", including in the field of corruption prevention. Separate directions regarding the possibility of increasing the efficiency of the application of the mechanism of administrative and legal regulation of prevention of corruption in the bodies of the National Police of Ukraine are outlined. Investigating issues in the field of improving the administrative-legal mechanism for the prevention of offenses related to corruption committed by police officers, the scientists attribute to the factors that are an obstacle to its effective implementation: insufficient conceptual security of strategic and tactical aspects of combating corruption, which leads to systemic miscalculations, contradiction between individual elements of the programmatic anti-corruption document; low level of prognostic support; lack of comprehensive involvement of specialists in the field of criminology, economics, accounting, computer technology and technology, and other sciences; predominant focus on the activities of law enforcement agencies; low resource and scientific support; lack of analysis and discussion of the results of implementation of accepted programs; insufficient focus of anti-corruption programs on certain areas of management activity and selection of priority directions for combating corruption; incorrect formulation of the goals of such a struggle; formal nature of measures of ideological influence; low level of differentiation of prevention measures in relation to various types of corruption manifestations; lack of a mechanism for monitoring the progress of their implementation and correction during the implementation process; lack of proper social control on the part of the public. One of the most important anti-corruption principles of a preventive nature is competitive selection for positions in the National Police of Ukraine. Article 52 of the Law of Ukraine "On the National Police" states that the competition is held in accordance with the Standard procedure for conducting a competition for police service and/or filling a vacant position, which is approved by the Minister of Internal Affairs of Ukraine.
