Abstract

The article investigates the current scientific problem of substantiating the directions of introduction of innovative tools for the implementation of state industrial policy. The activity of the Government of Ukraine on the implementation of measures to support industry is analyzed, which indicates the lack of strategic documents in this area. In order to improve the state industrial policy of Ukraine, taking into account modern challenges, an analysis of the peculiarities of the application of innovative instruments of industrial policy in the EU, the prospects for the implementation of the European experience are outlined. It is noted that to solve the problem of ensuring the sustainability of economic development in the EU introduced the concept of smart specialization (smart specialization), which is to identify and implement unique for each region and / or country economic development potential based on its specific competitive advantages. One of the important components of the concept of smart specialization in the EU is the concept of cluster industrial development. The strategic directions of development of the industrial sector of Ukraine in accordance with the National Economic Strategy for the period up to 2030 are highlighted. It is concluded that national approaches to the implementation of industrial policy are significantly separated from European practices, caused by insufficient resources of regional stakeholders and weak support from the central government. The article focuses on the organization and development of innovative high-tech clusters. It is determined that the directions of their creation should be integrated into the regional development strategy. The scientific and applied approaches of application of actual innovative instruments of the state industrial policy are offered, which are specified in the offer on creation of the Innovative high-tech cluster (IAM) at the regional level and directions of consolidation of actions of interested parties.
