Abstract

This chapter addresses football World Cups in three dimensions of global affairs: diplomacy, international relations and soft power. The process for the bidding for FIFA World Cups is officially governed by the sport's international federation, Federation Internationale de Football Association (FIFA): but it does not happen in isolation from the geopolitical context. It duly notes those different tournaments and acknowledges that it consciously mimics a hierarchy of importance in having as its main focus the Men's World Cup. The hosting of an SME such as the men's FIFA World Cup provides explicit opportunities for diplomatic activity and enhancing soft power. It is the congruence of “football” and “diplomacy” in those moments that has been the focus of the chapter exploring the bidding for and hosting of World Cups within FIFA's age group and gender structure, and beyond in the CONIFA and Homeless World Cups.
