Abstract

This research is phenomenology study that aim at knowing main phenomenon about dynamic of assets ownership and public service which happened at dr. Sobirin Hospital Musi Rawas Regency. In that development, the main phenomenon is the summary of others which consist of Handover Ownership Conflict phenomenon, Allocation of Capital Expenditure and Fixed Assets phenomenon and Public Service phenomenon. Briefly, those phenomenon is a unity which relate and have real causality relationship. The results of this research showed that the phenomenon of conflict that swept the handover ownership dr. Sobirin Hospital Musi Rawas Regency some effect in the limited amount of Capital Expenditure Allocation and lack of Fixed Assets owned. But in it was development, it serendipity be a different interpretation of the meaning of Badan Layanan Umum Daerah (BLUD) between dr. Sobirin Hospital Musi Rawas Regency and interested parties such as the Regional Government and the Regional Representatives Council Musi Rawas Regency, a phenomenon that was a major influence on the creation of Capital Expenditure Allocation limited phenomenon and the lack of development of Fixed Assets. This was because, the phenomenon was more touching substantively the meaning of independence attached to government organizations such as Badan Layanan Umum Daerah (BLUD). As the serendipity, the phenomenon about dynamic of assets ownership that occured on the “C” type hospital didn’t have any effect of basic public service realization that had been given to the people . but, that phenomenon became the obstacle of classification improving process and acreditation that was needed by dr. Sobirin Hospital Musi Rawas Regency.
