Abstract

This article examines relationships between local, national, and global identifications of political leaders and their promotion of the democratic values of political equality, popular participation in politics, pluralism, and toleration of conflicts. The data are taken from the ‘Democracy and Local Governance’ comparative research programme, which, between 1991 and 1995, interviewed local political leaders from randomly selected communities in 25 countries. The focus of the study is on the processes of democratization that are assumed to be embedded in local politics, linked to global processes, and facilitated by democratic values.
