Abstract

Second chambers are an understudied and ignored feature of politics, particularly in unitary states. Based on a close analysis of the dignified/efficient paradigm put forward by Walter Bagehot in The English Constitution, I argue that there is a role for a second chamber as a dignified institution, and examine whether such a chamber is possible.
