Digital transformation of the higher education in the public administration system: personnel aspect

Abstract

The system of state and municipal management is being adaptively improved through the introduction of innovative solutions, digital tools and elements of digitalization. This trend carries a lot of promising discoveries and opportunities due to the optimization of management processes through the use of innovations to reduce time costs. However, the issue of the presence of citizens and authorities in the digital environment is put at risk due to the risks of data confidentiality and improper use of digital tools, which poses threats to the possession of information by third parties. In this work, it is proposed to get acquainted with the trend of digitalization in the personnel context. Because it is qualified specialists who can maintain the level of information security and promptly respond to external threats due to their skills in the IT field.
