Abstract

Abstract The funds available for a road system are allocated between various regions on the basis of several objective and subjective criteria. In order to develop an objective method by which these funds can be allocated, two factors, i.e. the white population and, the area of a divisional council district in the Cape Province, were analysed by means of an analysis of variance. The influence of these two factors on the total mileage of roads and the total mileage of tarred roads in a district were both highly significant. It is however concluded that this or any other single method does not provide a sufficient basis on which to allocate funds for a road system in a region. This can only be done after an extensive survey has been conducted because of the intricate way in which a multitude of factors are influencing the transport needs of the inhabitants of a region.
