Coconut Creek (Florida), ISSN 0749-0208.The implementation of one belt, one road strategy has brought new opportunities to the development of marine economy, while marine cultural tourism has been developing continuously with the upgrading of consumption. However, there are still many deficiencies and problems in current marine cultural tourism, such as the form is relatively simple, and the service level is difficult to meet the market demand. Based on this, one belt, one road, and the other, the first part of the paper studies the theoretical basis of marine cultural tourism development. Secondly, it analyzes the characteristics and advantages of marine cultural tourism and the current situation and problems of marine cultural tourism. Finally, it gives the development strategy of marine cultural tourism under the background of the one belt and one road.
