Abstract
The development of transport infrastructure is one of the factors determining the state of the economy of the Siberian Federal District and its strategic prospects. The importance of the contribution of the Irkutsk region to the gross regional product and the specifics of its structure determine the need to improve the organization of transport flows through the implementation of complex investment projects based on joint federal and regional funding. The presented development of the model for the development of the transport system of the Irkutsk region is based on the general algorithm of the four-step transport model. The article describes the main stages of the algorithm implementation and their results. The expediency of using the software products PTV Vision® VISUM and TransNet as a tool for developing a transport model is considered. Based on the simulation results, as a specific scenario for the development of transport infrastructure, the possibility of changing the graph of the road network while maintaining the model of behavior of users of transport services was considered, namely the joint implementation of projects for the construction of the western and southern bypasses of the city of Irkutsk.
