Technologies of public administration are widely introduced in developed countries (Ajina, 2019). These technologies use the tools of social groups’ management based on public information, consultation, mediation and monitoring (Wijaya et al, 2019). Every democratic state must improve social and communicative activities aimed at its population to implement the state development programs. Special communication channels are created to provide easy and bilateral communication (Pourkhani et al, 2019).
