KOBAYASHI THE AUTHOR a resident of Pearl City, Hawaii, received his Bachelor of Science in Electrical Engineering degree in 1960 and his Master of Science in Industrial Engineering in 1961; both from Purdue University. From 1961 until 1966 he was an Industrial Engineer at the Pearl Harbor Naval Shipyard, at which time he transferred to the Naval Ship Systems Command Management Office, Western Pacific Area, where he is at present also employed as an Industrial Engineer.
