Abstract

This study aims to examine the difference between Susilo Bambang Yudhoyono’s (known as SBY) administration and Joko Widodo’s (known as Jokowi) administration in managing the national road in Indonesia. A qualitative approach has been conducted by using primary and secondary data during 2005–2017. The result of this study has found that the pace of road development under the SBY presidency was relatively slower than the Jokowi presidency. The former focused more on the improvement of the quality of roads. Meanwhile, the Jokowi presidency focused more on constructing the new road network.

Introduction

Road sector dominates the transportation mode in Indonesia, accounting for 70% of the total freight ton-km and 82% of the passengers-km (World Bank, 2012). As part of overall infrastructure development, it is very important in supporting the national economic growth. In order to achieve the target of economic growth to 6– 8%, as stated in the national development plan, Indonesia needs to construct at least 500km of highways per year, and see a 5% increase yearly of the national roads capacity (Ray&Ing, 2016; Damuri, 2017). Many of the main road links are still overloaded and jammed especially at peak hours. The development of the road sector requires a huge budget and the undertaking of strategies by the The quality of roads still remain low, causing poor road safety and slowing the average running speed (Leung, 2016; Ray & Ing, 2016).
