Abstract

Abstract Many multinational corporations face the challenge of establishing equivalent and effective health and safety programs for their international operations. Due to significant cultural and regulatory variations between countries, Phelps Dodge Corporation developed an approach that emphasizes good management practices for occupational health and safety and a decentralized management philosophy that has resulted in parity of occupational health protection between diverse operations in 25 countries. The implementation of this approach is illustrated in the development of the industrial hygiene program at the new Candelaria mine in the Atacama desert of Chile. Twenty-two industrial hygiene management guidelines were used as a template for the program structure that integrates Chilean regulations but recognizes a higher level of program performance than would be achieved through adherence to regulations alone.
