Abstract
National homeland security organizations are charged with developing the capabilities necessary to combat terrorist activities. This task includes evaluating technologies designed to train security personnel and test counter-terrorism systems. In support of this goal, SAIC has prototyped a simulation framework that leverages the technology of the Combat Automation Requirements Testbed (CART) program with commercially available software that renders 3-D players in a simulation of terrorist activities. Called Virtual Terrorist, an autonomous agent was developed to behave intelligently according to information about the environment in which it operates and the terrorist/insurgent mission to be accomplished. This paper discusses the structure of the HPM and its integration into a virtual environment.
