Abstract

The article is devoted to the development of a processing method of digital maps and satellite images using the terrain characteristic points for solving problems of emergencies. Solving one of the emergency tasks the authors analyzed the problem of constructing flooding zones in the flood period, based on the use of satellite images and digital topographic maps. As one of the problems of using digital maps and satellite images solving this task, the authors revealed the influence of image deformations and poor quantity of points for control and alignment of the satellite radar image with a digital topographic map. To solve the problem the authors have developed a processing method of digital maps and satellite images to build the actual flooding zones when the river floods, allowing to eliminate the influence of image deformations and poor quantity of control points. The analysis of the effectiveness of the proposed method showed the increase of accuracy of alignment the actual flooding zones with the digital topographic map is 40%.
