Abstract

The article highlights the analysis of approaches to formulating the concept of "development". Also, the main features were determined, and their regulatory and legal basis was investigated. The article outlines the problems of development projects in the form of public-private partnerships and ways to solve them.
 Development as a form of public-private partnership has a long history, but the study of this phenomenon has become most relevant in recent decades.
 The study of the development, its legal basis, problems, methods of solving them, and their main characteristics is now a priority task since the political, economic, legal, and social positions of bodies are being formed to achieve cooperation, to implement programs of social and economic development, investment and infrastructure projects.
 Implemented state-legal partnership projects yield positive results. It is this experience that the state authorities can use to solve many problems of the economic complex in order to increase the level and efficiency of service provision.
