Abstract

The authors propose a new approach to the analysis of the correspondence of information needs of a community and capabilities of satisfying them by available resources of telecommunication systems. It is based on introducing such categories as Information Services Scenario and Telecommunication Strategy. The dialectic sequence of determining the optimal telecommunication strategy based on the given Information Services Scenario is revealed in the level space of the Open Systems Interconnection (OSI) reference model. A systematic correspondence between the diversity of information needs and limited resources of telecommunication systems and technological capabilities based on categories of applied information theory for telecommunications is established.
