Abstract

The paper compares and contrasts three major policy reports on digital markets by experts in the United Kingdom, European Union, and United States, finding an emerging international consensus on thinking about market definition but also significant tension between that consensus and the current state of U.S. case law. The paper was prepared as part of the American Antitrust Institute’s Online Symposium: Technology and Market Definition.
