Abstract

This paper describes the issues encountered when Earned Value Management (EVM) principles are applied to a non-traditional EVM baseline and the analytical techniques developed by NASA Goddard Space Flight Center's (GSFC) ICEsat-2 project to forecast Cost Performance Index (CPI) and Schedule Performance Index (SPI) performance indices to help determine whether the project would complete within its cost and schedule baseline agreements.
