Developing a framework for mitigating pilfering: a case study of selected Nigeria’s construction sites via soft system methodology

Abstract

Studies regarding mitigating pilfering practices on construction sites via a framework are scarce in Nigeria. Hence, this research explored the root cause of pilfering practices on Nigeria’s construction sites and developed a framework to mitigate the unethical practices. This research employed a soft system methodology (SSM) to understand pilfering practices on construction sites in Nigeria. The mechanism permits an alternative method to mitigate pilfering practices on construction sites via a developed framework. Face-to-face interviews were conducted with practitioners in alignment with the SSM seven steps, and findings were presented. The study engaged six construction sites in Lagos, Nigeria. Findings show that besides evidence of pilfering practices across the selected construction sites, the absence of a framework to mitigate pilfering practices on construction sites, especially in small and medium construction firms’ sites, threatens value-driven construction projects in Nigeria. The study’s findings developed a framework that would enhance the concept of post-contract cost control and reduction of construction overhead costs during the execution phase of projects through mitigating pilfering practices on construction sites. This is a germane mechanism for meeting clients’ and contractors’ requirements and satisfaction.
