Develop and Sustain Warfighting Systems (D&SWS) Test and Evaluation (T&E) Pre-Milestone B Support Initiative

Abstract

The Develop and Sustain Warfighter Systems (D&SWS) implementation team for Test & Evaluation (T&E) Initiative TE-1-16, Pre-Milestone B Support, developed two new processes to support the Integrated Life Cycle Management (ILCM) focus area of “launching and maintaining high confidence programs”. The primary purpose of this initiative was to ensure development test support for the creation and review of Joint Capabilities Integration and Development System (JCIDS) documents and to provide development test expertise to support High Performance Teams (HPTs). The first process, “High Performance Team Support Process”, was developed to identify the right development test expert to support the two week HPT events. The goal of this process was to ensure that all HPT events are supported by the best qualified development test expertise possible. The second process, “JCIDS Document Review Process”, identifies the right development T&E expertise to review resulting requirements documents an to ensure the “testability” of identified user requirements. Implementation of both processes has resulted in significantly improved early development tester involvement for Pre-Milestone B requirements generation.
