Abstract
The urban environment quality depends widely on the economic functioning of city and society. Economic and managment sciences so have to analyze economic consequences of public policies wishing to raise this quality, and to propose methods. They have two ways at their disposal to Invest the field of thought. The first one is Inspired by the eco-energetic paradigm and try to optimize the functioning of the city organism in economic and ecological viewpoints. Meanwhile, another way is possible, which consists In analysing the citizens perceptions and in organizing the active participation of every actor of the local development systems.
