Abstract
This study aimed to determine the role of culture in development programs, cultural centers Branch Municipal citizenship tests. The entire study population of 6300 people formed the Official Culture Branch homes in the area .civic, religious and its validity was confirmed by experts question the reliability based on Cronbach's alpha coefficient 81/0 respectively. To test the descriptive analysis (mean and standard deviation) and inferential test Friedman Univariate analysis of variance, factor analysis was used, the results showed that the development of programs and cultural centers of Isfahan city, with above average citizen 31/3, respectively. The mean value of these programs in the community (33/3), social norms (46/3), national identity (29/3), religious (11/3) e-citizenship and culture (26/3) higher the average level.
