Abstract

The article explores the issue of county charter home rule. Using the comparative state policy framework, the determinants of state decisions to grant counties charter home rule are identified. The data in this study suggest that growth spawns citizen pressures for more urban services and consequently more county discretionary authority through the mechanism of charter home rule. Whether states respond favorably to these pressures appears related to their general policy innovativeness and the countervailing influence of municipal officials who fear that county charter home rule will upset the local political balance of power.
