Abstract

Open government data is currently one of the government's initiatives regarding data disclosure to realize good governance. In the context of financial organization, Directorate General of Fiscal Balance (DJPK) has made data governance as outlined in the regulation of DJPK to support the implementation of One Indonesia Data as a manifestation of the open government data policy in Indonesia. To support the implementation of data governance, a platform is needed to support any changes that may occur in data governance. The current open government data management platform has not been able to fulfill the existing strategies in data governance, so it is necessary to add activities that can support the implementation of data governance. The platform chosen as the baseline in this research is the Comprehensive Knowledge Archive Network (CKAN). CKAN provides many features related to open government data flow, from data selection to data visualization. Design Science Research Methodology (DSRM) was chosen as the methodology used in developing the platform. The main artifact produced is the design of IT services as part of an open government data management platform that has the main ability to support data governance activities. To ensure the resulting design complies with SOA principles: coupling, cohesion, complexity, and reusability, a design evaluation was carried out and the results obtained were 0.0049, 0.9899, 0.0050, and 2.9655, respectively. From this score, it can be concluded that the open government data management platform design adheres to SOA principles: loose coupling and high cohesion.
