Abstract

A computable general equilibrium model of Yugoslavia is used to calculate the rates of return to alternative forms of foreign assistance. Rates of return are computed for 6 types of foreign aid under 4 degrees of institutional reform. We find that the effectiveness of reform types varies not only by type of reform but also by institutional setting. Those factor market institutions and assistance forms that increase factor productivity most yield the highest rates of return on aid.
