Abstract

Palembang has a height of Musi tide surface about 0.7 m to 2.2 m and average high rainfall 101.48 mm/hrs in a year so that it always happens flood every year. In tackling flood, Palembang government has done rehabilitation of canals, river dredging, creation of retention ponds, demolition of illegal building on the banks of river and the extension services provided to the public about the cleanliness of the river, but till now Palembang does not yet implement a flood warning system with electronic and information technology. The flood early warning system that was built for special of Palembang city to sense rainfall and water level as two input variables, and to count rainfall and water level value, and predict flood conditions using fuzzy logic as three output variables automatically. In the test, it was successful measuring water level up to 5 meters and rainfall up to 380 ml/minutes and more, forecasting the three flood conditions namely standby 2, standby 1 and flood. From the results, it can be concluded that flood early warning systems resulted in three conditions that are standby 2, standby 1, and flood. Standby 2 (S2) happened at Y=190 ml/minutes, X=5 m, and Z=3.38, at Y=250 ml/minutes, X=4 m, and Z = 2.25 constant, at Y=310 ml/minutes, X= 3 m. Standby (S1) that happened at Y= 250 ml/minutes, X=5 m, and Z= 0.621 constant, at Y=310 ml/minutes and Y=380 ml/minutes, X=4 m, and Z= 0.621 constant. Flood status happened at Y=310 and 380 ml/minutes, X= 5 m, and Z= 0.621 constant.
