Abstract

The paper discusses safety issues for the transport of dangerous goods. Car accidents with dangerous goods are the most frequent and large-scale compared to accidents in other modes of transport. To reduce the consequences of the car accidents with dangerous goods, an emergency response is required. Rapid response is achieved through the introduction of special software and hardware into the automated control system. The authors developed a working layout of hardware and software packages, which includes an incident’s fact identification system in automatic mode and special software. The hardware and software packages is developed on the basis of emergency models and software algorithms built by the authors. The hardware and software packages architecture was designed and a database was developed that provides the collection, storage, and processing of the necessary information for the decision-maker for the elimination of the consequences of the car accident. Evaluation of the effectiveness of the proposed hardware and software packages shows a significant reduction in the time to inform decision-makers about accidents by 73%. The reporting time through the hardware and software packages does not depend on the scene of accidents, the distance of the accidents from the emergency dispatch services and the time of day.The paper discusses safety issues for the transport of dangerous goods.
