Abstract

Aiming at present ability and requirement of our Chinese global emergency communication system, a three-layered architectural framework, involving top layer, mid layer and bottom layer, is designed for global emergency communication system. The proposed system uses geosynchronous TDRSS as top layer facilities to achieve global communication coverage and stable system structure. Further, mid layer is introduced to enhance emergency communication, which largely escalates communication subscriber capacity and compromises the design demanded for data terminal equipments. While adapting to various access requirements of data terminal equipments by adopting different communication protocols, mid layer facilities link sorts of data terminal equipments and heterogenous networks.
