Abstract
The central focus of this article is to analyze the relationship between development policies and democracy in Brazil, taking the governments of Fernando Henrique Cardoso and Luiz Inácio da Silva as a historical basis in the period running from 1995 to 2010, which underwent both the implementation of the managerial public policy model during the first government term and the societal model, during the second. The article seeks to respond to the following research problem: did the different development policies experienced by Brazil under the FHC and Lula governments bear any relation to Brazilians’ support for democracy? The methodology applied is quantitative, in the form of a survey, based on an analysis of research results from the Latinobarómetro database, as well as the indicators of GDP, Gini, and HDI. The results obtained reveal that development and democracy policies bear a certain connection as the GDP and HDI increase while the Gini declines, with a rise in support and satisfaction with democracy in the country.

Após a 2a Guerra Mundial, a visão de que o processo de desenvolvimento poderia ser induzido por ações centralizadas dos Estados, com o apoio de Agências de Desenvolvimento Internacionais, como o Banco Mundial, ganhou espaço. Destaca-se a ação dos governos locais por meio de experiências alternativas de gestão pública, tais como as examinadas pelo Programa Gestão Pública e Cidadania, promovido pela FGV-EAESP desde 1996, que possui como objetivo identificar, divulgar e premiar iniciativas inovadoras de gestão pública, estimulando o debate e a reflexão das experiências com a articulação entre o governo e a sociedade civil. Mas não apenas por isso, manteve a política econômica do governo anterior, o que lhe garantiu apoio dos empresários, mas irrompeu com as reformas do estado, o que lhe assegurou o apoio dos funcionários públicos e dos interesses corporativistas, aliado aos anos bons de crescimento das exportações brasileiras, aumentando o nível de emprego e de renda, sendo reeleito presidente com facilidade (CALDEIRA, 2017). Apresentadas as principais políticas econômicas e sociais do período dos governos FHC e Lula, é inegável que as transformações sociais indicam visões mais amplas como de participação popular e que vêm ganhando força. Isso significa reconhecer que a legitimidade das ações do Estado não é construída pela simples eleição democrática dos governantes, mas por meio de um amplo processo de participação dos cidadãos nas decisões-chave que afetam sua vida e no controle social das ações do Estado
