Abstract
The aim of this article is to assess the extent to which Participatory Budget influenced electoral decision in Porto Alegre until 2004, last year of government from the Workers Party (PT) in that county. Based on data from a survey applied on 03 October 2004, the article is a voter’s photograph in that transition moment, looking to investigate the reasons for their electoral choice and their perception about the fundamental mechanism of PT governments in the capital of Rio Grande do Sul: the Participatory Budget.

As razões atribuídas pelos eleitores a sua decisão eleitoral não se concentraram em nenhum ponto da escala de opções, porém, 4 respostas apresentaram resultados mais significativos: desejo de mudança (28,1%), continuidade da atual gestão (21%), capacidade técnica ou política (15,3%) e simpatia ou confiança (15,2%)
48,4% justificaram seus votos pela continuidade da gestão em curso, índice significativamente superior à média do eleitorado (21%), coerente com o fato de ser uma candidatura de reeleição do partido no governo

Resumo: O objetivo do artigo é avaliar em que medida o Orçamento Participativo influenciava a decisão eleitoral em Porto Alegre até 2004, último ano de governo do Partido dos Trabalhadores (PT) naquele município. Com base em dados de um survey aplicado em 3 de outubro de 2004, o artigo faz uma radiografia do eleitor naquele momento de transição, procurando investigar as razões de sua escolha eleitoral e sua percepção acerca do mecanismo essencial dos governos petistas na capital do Rio Grande do Sul: o Orçamento Participativo.
