Abstract

In Mexico, the way of life has touched centralist limit. There are no social, political and economic conditions, and to continue perpetuating the central form of exercising power than at other times was effective. Civil society has reacted and continue to react to prevent the centralist statism occupy spaces which she claims, as well as their public organizations. Depletion of centralism isn’t inertial or casual. Due to circumstances that each country generates and produces. The decentralization is federalism without doctrinal intent. Federalism decentralization without formal declaration of purposes. Consequently, the times that the country is aware that the consolidation of modern democracy is still a way to go. The validity of federalism and political decentralization is key to ensuring democratic governance. The exercise of power must be based on greater consensus and in this task local governments play an important role by others. The governance of the country depends largely on how local governments assume their historical and institutional responsibility.
